Den 24. november 2003 blev Konferencen af de Europæiske Forsikringstilsyn endeligt omdannet til CEIOPS (Committee of European Insurance and Occupational Pensions Supervisors). Omdannelsen skete på baggrund af Kommissionens beslutning af 5. november 2003 om at etablere en niveau 3 komité på området for forsikring og pension i henhold til den såkaldte Lamfalussy-model.
CEIOPS består af højtstående repræsentanter fra forsikrings- og pensionstilsynene i Europa. Komiteen svarer til CESR (The Committee of European Securities Regulators), som findes på værdipapirhandelsområdet.
CEIOPS´s opgaver vil blandt andet bestå i at rådgive Kommissionen samt arbejde for ensartet implementering af fællesskabsregler og ensartet tilsynspraksis i medlemsstaterne.
Finanstilsynets direktør Henrik Bjerre-Nielsen er formand for den nye komité.

Press release
On 5th November 2003, the European Commission adopted the Decision establishing the Committee of European Insurance and Occupational Pensions Supervisors (CEIOPS).
The Decision should soon be published in the Official Journal of the European Union.
The practical creation of the CEIOPS has been achieved through the transformation of the former Conference of the Insurance Supervisory Authorities of the Member States of the European Union. This transformation was agreed at the meeting of15th-16th May 2003 in Dresden and began with a transitional period, during which the reforms necessary to enable the CEIOPS to discharge its future responsibilities were undertaken, in particular the setting up of a public consultation mechanism.
The Commission Decision entered into force on 24th November 2003. The first meeting of the new Bureau (the Board) of the new committee was held on Tuesday 25 November. At the meeting the charter for the committee was adopted.
The CEIOPS will fulfil the functions of Level 3 Committee for the sector of Insurance and Occupational Pensions in application of the "Lamfalussy" Process.
The Committee is composed of high level representatives from the insurance and occupational pensions funds supervisory authorities from the EU and EEA Member States. The accession countries participate as observers until 1 May 2004
The role of the Committee shall be to:
- advise the Commission, either at the Commission’s request, within a time limit which the Commission may lay down according to the urgency of the matter, or on the Committee’s own initiative, in particular as regards the preparation of draft implementing measures in the fields of insurance, reinsurance and occupational pensions.
- contribute to the consistent implementation of Community Directives and to the convergence of Member States’ supervisory practices throughout the Community.
- constitute a forum for supervisory co-operation, including the exchange of information on supervised institutions.
- deal with convergence in the supervision of insurance companies and occupational pensions funds.
An important element in the Lamfalussy procedure is transparency. The CEIOPS shall, at an early stage, consult extensively and in an open and transparent manner with providers of insurance and occupational pensions funds products, market participants, consumers and end-users. The CEIOPS has already taken steps to establish a Consultative Panel which may advice the committee.
These reforms are currently continuing, and the Bureau of the CEIOPS is in charge of their preparation. The Bureau is chaired by Mr. Henrik Bjerre-Nielsen (Denmark), and its members include Mr. Thomas Steffen (Vice-Chair; Germany), Mrs Florence Lustman (France), Mr. John Tiner (United Kingdom) and Mr. Michel Flamée (Belgium).
The Secretariat of the CEIOPS, assisted by an international virtual Secretariat, is currently located in Paris.
